Pursuant to Public Law 104-50, the FAA implements an acquisition management system that addresses the unique needs of the agency. This document established the policies and internal procedures for the FAA's acquisition system.
The American Recovery and Reinvestment Act of 2009 (ARRA) provided funding for air traffic control power systems, air route traffic control centers, air traffic control towers, terminal radar approach control facilities, and navigation and landing equipment. This funding of $200,000,000 is intended to improve facilities and equipment needed for the National Airspace System (NAS). To ensure NAS-related contracts are awarded quickly and within the timeframes established by the Office of Management and Budget (OMB), the Federal Aviation Administration (FAA) requests approval to use OMB’s emergency processing system to meet Paperwork Reduction Act (PRA) requirements. FAA is required to report data about contracts funded through ARRA. FAA intends to collect new information from contractors and subcontractors about use of ARRA funds, including such elements as jobs created and retained, subcontract numbers and amounts, and names of most highly compensated officers of contractors and subcontractors. FAA established a March 19, 2009 deadline for issuing procurement requests for ARRA-funded contract actions. FAA therefore requests an approval date before March 19. Without a waiver of OMB’s normal approving process, FAA will not meet the requirements set by ARRA to expeditiously award contract actions and thus delay funding impact on America’s recovery.
