This collection is required to be filed by Class I railroads (currently seven), which have revenues in excess of 250 million dollars pursuant to 49 U.S.C. 11145. Information in this report is entered into the Board's Uniform Rail Costing System (URCS), which is a cost measurement methodology developed pursuant to 49 U.S.C. 11161-62. The Board uses the URCS to fulfill various requirements under the ICC Termination Act of 1995. See 49 CRF 1248.
