There is a change in number of respondents from year to year as the number of criteria required to obtain funding increases each year until FY 2008. As this is the second fiscal year with the maximum number of requirements, we anticipate that the number of respondents will increase. Each year the states are reviewed to insure that they meet the criteria to be eligible for funding. If they don't meet the criteria then they are not entitled to funding for that year. Although the number of respondents increased, the time for preparing and submitting form HS 217 decreased from 45 hours per year to 26 hours per year.
