The Rule, which implements Titles II and III of the Telephone Disclosure and Dispute Resolution Act (TDDRA), requires the disclosure of cost and other information regarding pay-per-call services and establishes dispute resolution procedures for telephone-billed purchases (i.e., charges for pay-per-call services or other charges appearing on a telephone bill other than telecommunications charges). The disclosure requirements ensure that consumers are adequately informed of the costs they can expect to incur in using a pay-per-call service, that they will not be liable for unauthorized non-toll charges on their telephone bills, and that they have certain dispute resolution rights and obligations with respect to such telephone-billed purchases.

The ICR Summary of Burden is not correct as currently written because part of the reduction in burden hours is attributable to program changes due to agency discretion. The overall estimate of burden hours is correct. Please see our answer to Specification 15 within the Supporting Statement. Below is the Estimated Decrease in Burden Hours because of Program Changes Attributable to Exclusion of Proposed Amendments to Pay-Per-Call Rule. The hour estimates for the reduced burden attributable to our decision not to seek renewal relating to the proposed rulemaking is 1,241,473 hours (out of the overall decrease of 1,932,588 hours that is reflected in our answer to Specification 15). The remaining reduction in hours of 691,115 is attributable to adjustments. The program change reduction attributable to proposed rulemaking as 1,241,473 hours is broken into the following categories: Advertising 1&2 = -18,369 hours (8,164 + 10,205) Advertising 1 = disclosures when a call is billed on a variable time basis- -8,164 hours Advertising 2 = disclosures requiring audio signal to indicate end of free time used to advertise = -10,205 hours Preamble = -12,246 hours Disclosure 1&2 = -1,210,858 hours (36,328 + 1,174,530) Disclosure 1 = relating to billing and dispute resolution (regarding personal identification numbers requested by and issued to customers) = -36,328 hours Disclosure 2 - relating to billing dispute resolution = -1,174,530 hours.
