Terms of Clearance: The Office of Management and Budget disapproves the request to initiate this information collection because it does not comply with existing OMB guidance (M-09-15), which addresses reporting requirements for recipients under Section 1512 of the American Recovery and Reinvestment Act. The Office of Federal Financial Management will also be issuing standard data elements and templates that will be used government-wide. The OFFM guidance will specify a methodology for reporting on job creation, among many other similar elements proposed by NEA, which is intended to maintain consistent reporting by grant recipients.

Abstract: This ICR will permit NEA to 1) assess the results and impact of its Recovery Act program; 2) determine the extent to which recipients have complied with relevant grant terms and conditions; and 3) comply with the accountability and transparency requirements of the Recovery Act.

Emergency Justfication: An emergency clearance is requested to conform with the expedited nature of the Recovery Act. Initial NEA Recovery Act awards are expected to be made in the next two weeks, and it is essential that grant recipients are well aware of the reporting requirements at the time of award. Thus, the NEA is requesting OMB approval within 2 days of submission of this ICR.
