Abstract: The BE-605 survey secures data on transactions between U.S. business enterprises and their affiliated foreign groups needed to compile U.S. international transactions, input-output, and national income and product accounts and the international investment position of the United States. The data are also needed to measure the size and economic significance of foreign investment in the U.S., measure changes in such investment, and assess its impact on the U.S. and foreign economies.

Short Statement: It is estimated that a change of +200 hours will occur as a result of +3,000 hours attributable to an “adjustment” which is largely offset by -2,800 hours attributable to a “program change.” Absent the change in the reporting threshold, BEA would have expected 3,000 additional annual responses due to growth in the number of foreign-owned firms since the survey was last cleared. BEA proposes changing the reporting requirements of the survey to raise the reporting threshold, which is expected to result in a decrease of 2,800 responses. The net effect of the adjustment and the program change is an increase of 200 responses and burden hours.
