SUPPORTING STATEMENT FOR

PAPERWORK REDUCTION ACT 1995 SUBMISSIONS



General Instructions


The QHSR will engage its diverse stakeholder base and fulfill its congressionally-mandated consultation requirements.  The QHSR will create a national dialogue with stakeholders from all homeland security disciplines through a number of mechanisms, including a solicitation of white papers, collaborative web-based tools, and interagency policy committees.


Specific Instructions


A. Justification


1. The Implementing Recommendations of the 9/11 Commission Act of 2007 mandated the QHSR and included the following consultation requirement:


The Secretary shall conduct each quadrennial homeland security review under this subsection in consultation with--(A) the heads of other Federal agencies, including the Attorney General, the Secretary of State, the Secretary of Defense, the Secretary of Health and Human Services, the Secretary of the Treasury, the Secretary of Agriculture, and the Director of National Intelligence; (B) key officials of the Department; and (C) other relevant governmental and nongovernmental entities, including State, local, and tribal government officials, members of Congress, private sector representatives, academics, and other policy experts.”


2. The homeland security community is so vast that physically convening representative and inclusive study groups that are also able to work efficiently and effectively is virtually impossible. Therefore, DHS will fulfill QHSR consultation requirements through a number of mechanisms, including collaborative web-based engagement tools. In doing so, DHS intends to create a true national dialogue on homeland security.


3. A National Dialogue platform will be created and hosted to engage homeland security stakeholders around the compelling questions, ideas, or concepts that emerge through the QHSR process. The dialogue platform is based on the principle of radical scalability: The more feedback that is received, the more clearly sorted participants’ preferences and priorities become. In a National Dialogue, users can submit their best ideas, refine them in open discussion, and use simple rating and tagging features to identify the most popular ideas and important overarching themes. The platform can host multiple simultaneous dialogues, and dynamically pose new questions, so that DHS can repeatedly “pulse” participants over a three-month timeframe.


  1. Ideas, comments, or position papers will be solicited at the outset of the review and accepted via electronic means. All submitted position papers will inform the QHSR Study Groups as they initiate their analyses. All homeland security stakeholders are eligible and are invited to provide input. A letter from Secretary Napolitano will be sent to each stakeholder association inviting their input.


4. This information has never before been collected and compiled in a uniform way capable of informing a study group process. Although many DHS components have collected information from stakeholders, they have been to targeted communities of a particular focus. The QHSR Outreach is intended for all stakeholders in the homeland security enterprise.


5. This collection does not have no significant impact on small businesses or other small entities.


6. The congressional mandate requires DHS to perform the QHSR from the perspective of the entire homeland security community, including State, local, and tribal government officials, members of Congress, private sector representatives, academics, and other policy experts. Collaborating with stakeholders in the manner described herein is critical to fulfilling this requirement.


7. There are no special circumstances surrounding this information collection request.


8. DHS published a Federal Register Notice in the Federal Register on May, XX, 2009 soliciting comments.



9. DHS will not offer payments or gifts to respondents.


10. DHS does not provide assurances of confidentiality


11. DHS will not collect sensitive questions


12. The hour burden of the collection of information:

  • Solicitations to approximately 250 organizations and the public at large

  • One response for a position paper and up to 4 opportunities to participate in the National Dialogue platform

  • Anticipate minimal up to 8 hours of participation per individual at each of their discretion

  • 250 organizations may create a time burden up to 2,000 hours for their point of contact and up to 50,000 individuals contributing 400,000 total hours as an upper limit.

  • The range will vary considerably based on the interest of an organization or individual to contribute their time. The minimum burden of a participant is to simply consider contributing information and based how much they wish to provide, it is estimated a participant may take up to an 8 hour work day equivalent.


  • The cost element to participants is nothing as it is based on opt-in voluntary participation of their own time.


13. DHS does not seek customized responses. Respondents can provide already developed white papers.


14. The cost to the Federal Government will be $500,000.00 for the contract of analysts and subject matter expert support.


15. This is a new information collection request.


16. DHS will not publish individual results


17. DHS does not seek an exemption not to display the expiration date.


18. DHS does not seek an exemption to the certification statement.
