a transparent, reasoned, and documented risk-based prioritization
process with clearly delineated selection criteria for identifying
new chemicals, and this process should include an opportunity for

recycling.

There is an increase of 1,716
hours from what is currently approved. The increase in estimates of
hourly burden is based on increases in program enrollment and an
expansion in program scope with the addition of the "Champion"
component.
