This collection is approved with the following terms of clearance: HUD is approved an emergency clearance for the collection to meet the American Reinvestment Recovery Act requirements. This collection will be valid for 180 days. If HUD decides to continue use of the form past the approved emergency clearance time period, they must resubmit to OMB under the normal PRA clearance process for a three year approval. Before the renewal package is sent to OMB, HUD will work with OMB to develop a plan to determine a) the reliability of the data provided by this collection; b) the utility of the data on the various facets of physical and mental health; and c) the implications of definitions used for performance measures such factors as 'capacity management' for the provider community. HUD will update as necessary the SORNS and/or PIAs associated with both this collection as well all other collections using the Homeless Management Information Systems Data Standards. HUD will also describe the procedures used in the field to protect sensitive information.

This emergency request addresses the data collection requirements of the Quarterly Performance Reports for the Homelessness Prevention and Rapid Re-Housing Program. It also includes a special request for a supplement to the initial Quarterly Report. A separate Request for Data Collection will be submitted at a later date for the HPRP Annual Performance Report.

Nelson OMB Desk Officer Office of Management and Budget New Executive Office Building Washington, DC 20503 Dear Ms. Nelson: The Department is seeking emergency review of the Paperwork Reduction Act requirements associated with the Homelessness Prevention and Rapid Re-housing Program (HPRP). The Notice of Submission of Proposed Information Collection to OMB; Emergency Comment Request (copy enclosed) proposed for immediate Federal Register publication explains the burden of the collection requirements and invites public comments on them. This is a new information collection. In compliance with the requirements of 5 CFR 1320.13, this letter requests emergency processing within 14 days from the date of publication. This emergency processing is essential to expedite data collection for HPRP, which is authorized under the American Recovery and Reinvestment Act (Recovery Act) of 2009 (Public Law 111-5), Division A, Title XII of the Recovery Act, entitled “Homelessness Prevention Fund”), signed into law by President Obama on February 17, 2009. This new law provides $1.5 billion in funds to 360 entitlement communities, urban counties, states and Insular Areas that received ESG funds in Fiscal Year 2009 as well as an additional 180 communities and urban counties that did not qualify for ESG funds as entitlement areas, to carry out eligible activities related to preventing homelessness and rapidly re-housing persons who are homeless. HUD will administer these funds as the HPRP program. HPRP grant allocations have been determined through use of the ESG formula, which is based on the CDBG formula identified in the Housing and Community Development Act of 1974. HPRP funds will be awarded by HUD to metropolitan cities, urban counties, states, and Insular Areas. Pursuant to the Recovery Act, grantees must use HPRP funds for housing-related payments and services that allow persons to maintain or obtain housing and grantees must expend 60% of their funds within two years of grant agreement. Grantees failing to comply with this expenditure requirement will have their awards reduced and HUD will reallocate the funds. All grantees are required to complete agreements with subgrantees by September 30, 2009 and expend their entire allocation of HPRP funds by September 30, 2012. Due to the high priority nature of the programs authorized under the Recovery Act, HUD is requesting emergency processing of the attached Paperwork Reduction Act submission.
