This collection is approved with the following terms of clearance: 1) VA has briefed OMB on the results of the pilot study and will provide a formal memo on these results when it is available; 2) VA will also provide final versions of the survey instruments after completion of the pretesting along with a memo detailing any changes, and these materials may be submitted as non-substantive changes prior to initiating data collection; 3) VA will report back to OMB following the data collection on the achieved response rates and the results of the nonresponse bias analyses; and 4) VA has agreed that the numerous changes in methodology between the current survey and the previous NSV impose major limitations on the conclusions that can be drawn for any comparisons between the two surveys and will carefully note these limitatons and cautions in interpretation in any reports of such comparisons.

The NSV will be conducted to obtain needed information that is not available in VA administrative files. The survey will be used to help VA improve services for beneficiaries and their families. For the first time, the NSV will include active duty service members; activated National Guard and Reserves; and family members and survivors in addition to veterans. The scope of the survey will be expanded to address the requirements of P.L. 108-454, section 805, to assess awareness of veterans’ benefits and services. The NSV provides VA, Congress, stakeholders, and the public more accurate descriptions and assessments of the characteristics of the veteran population to evaluate existing programs and policies, to establish baseline measures before planning and implementing new programs and policies, and to monitor progress of programs and policies and their impacts on the population. The NSV will provide information to support VA policy, planning, and quality improvement decisions.
