JUSTIFICATION FOR NO MATERIAL/NONSUBSTANTIVE CHANGE
Steel Import License

Import Administration (IA) uses the Steel Import License, Form ITA-4141P, to collect information from importers of steel mill products for each entry. IA would like to have an elective opt-out form for users who are bringing in less than $5000 of steel mill products. Unlike the regular Form ITA-4141P, the opt-out form for low-value import entries (Request for a Low-Valued Steel Import License Number) would be reusable if the users followed the specifications outlined.
Having this form available would ease the burden of applying for entry-specific licenses. Given data from license application in 2008, it was noted that 19.62% of the licenses Steel Import Monitoring and Analysis (SIMA) System collected via Form ITA-4141P were low-value licenses as defined as covering imports valued at less than $5000 per entry. Therefore, if it takes each applicant 10 minutes to complete each Steel Import License form and by using the opt-out form the users will not have to complete forms for each low-value entry, only one form. The labor cost savings to the public could be almost $355,000 per year.
The additional burden hours required to complete the opt-out form:
250 users * 5 minutes/form = 21
The current low-value license is a paper form, IA proposes to integrate it into SIMA.
This change request will also reduce responses by 42,607 and burden hours by 7,122.
