Abstract: Technical Assistance and Continuing Education Centers are required to conduct needs assessments of state vocational rehabilitation agencies and their partners in their regions, and create workplans to address the needs they identify. The guide establishes the requirements for, and information to be reported about those activities.

Emergency Justfication: OSERS funded ten new regional TACE Centers between September and December 2008 that will provide technical assistance and continuing education to state agencies that provide vocational rehabilitation (VR) and independent living (IL) services to individuals with disabilities under the Rehabilitation Act of 1973, as amended and organizations that support those entities (called partners). There are ten regional TACE Centers. OSERS wants these centers to be fully operational before the beginning of FY 2010, particularly because the agencies to which they provide technical assistance and continuing education received significant funds under the American Recovery and Reinvestment Act (ARRA).
