Dear Ms. Achanta:


Pursuant to Office of Management and Budget (OMB) procedures established at 5 CFR Part 1320, Controlling Paperwork Burdens on the Public, I ask that the following collection of information, “Consumer Assistance to Recycled and Save Program, Dealer Information,” be processed pursuant to section 1320.13 Emergency processing.


I have determined that this information must be collected prior to the expiration of time periods established under Part 1320, and that this information is essential to NHTSA’s mission to implement this Program so that we may issue electronic vouchers, subject to statutorily specified criteria, to offset the purchase price or lease price of a qualifying new fuel efficient vehicle upon surrender of an eligible trade-in vehicle to a registered vehicle dealer.


NHTSA cannot reasonably comply with the normal clearance procedures because the use of normal clearance procedures is reasonably likely to cause NHTSA to miss a statutory deadline established in the Consumer Assistance to Recycle and Save Act.


Please approve or disapprove the collection of information within a week.


As you are aware, NHTSA has taken all practicable steps to consult with the EPA, other agencies, and members of the public in order to minimize the burden of this collection of information.


Attached is a draft FEDERAL REGISTER notice in which NHTSA states it is asking for emergency processing of this collection of information within a week.
