Abstract: In order to assure that professional employees are compensated fairly under Federal contracts, offerors must submit for evaluation total compensation plans for such employees working on negotiated service contracts when the amount is expected to exceed $500,000 and the service to be provided will require meaningful numbers of professional employees.
