This collection is approved with the addition of the PRA and Privacy Act Statements. The following terms of clearance apply: RATB is approved an emergency clearance to meet American Reinvestment Recovery Act (ARRA) requirements. This collection will be valid for six months. If RATB decides to continue use of the collection past the approved emergency request clearance time period, it must resubmit to OMB under the normal PRA clearance process for a three-year approval.

Section 1512 of the American Recovery and Reinvestment Act of 2009 requires recipients of Federal financial assistance, namely, grants, cooperative agreements, contracts and loans, to report on the use of funds. These recipient reports are to be submitted to FederalReporting.gov. The FederalReporting.gov Recipient Registration System (FRRS) is being developed to protect FederalReporting.gov users from individuals seeking to gain unauthorized access to their user accounts.
This is an emergency processing in accordance with the PRA. the first statutory reporting date for recipients to report information required under Section 1512 of the American Recovery and Reinvestment Act of 2009 (Public Law No. 111-5) is no later than October 10, 2009. In order to prevent an overload of the new FederalReporting.gov Recipient Registration System (FRRS) as that deadline approaches, recipients must be allowed to open user accounts on FederalReporting.gov as early as possible.
