Section 1512 of the American Recovery
and Reinvestment Act of 2009 requires recipients of Federal
financial assistance, namely, grants, cooperative agreements,
contracts and loans, to report on the use of funds. These recipient
reports are to be submitted to FederalReporting.gov. The
FederalReporting.gov Recipient Registration System (FRRS) is being
developed to protect FederalReporting.gov users from individuals
seeking to gain unauthorized access to their user
accounts.

The estimate of responses was
revised downward based upon more complete information on the
respondent universe. The initial approval of this ICR occurred
before registration of Recovery Act recipients began. Because
registration in the FRRS system by recipients has since occurred, a
clearer picture of the total number of respondents has
emerged.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
