Prior to publication of the final rule, the agency should provide a
summary of all comments related to the information collection
requirements contained in the rule and any changes made in response
to these comments. In addition, the agency should not attribute
increased burden to statutory changes, if the final rule imposes
requirements at the agency's discretions. Finally, the agency
should provide an accurate breakdown of the burden reporting and

program to enable qualifying biobased products to be labeled with
U.S.D.A. Certified Biobased Product label.
