OMB appreciates
that ACF has appropriately characterized this collection as simply
a pre- and post- survey, with no comparison group and without
any direct assessment of skills obtained. In addition, OMB
appreciates the discussion of limitations associated with changing
survey modes between the pre- and post- measures, as well as the
challenges of obtaining a sufficiently high response rate to the
post- survey. We expect ACF and its contractors to fully explain
the limits of its approach in any reports or publications resulting
from this survey.
