This package provides instructions and
forms necessary for States to report the provisions of coordinated
early intervening services (CEIS) and maintenance of effort (MOE)
reduction in IDEA. The form satisfies reporting requirements and is
used by OSEP to monitor SEAs and for Congressional
reporting.
The Office of Special
Education Programs (OSEP) respectfully requests emergency clearance
of Information Collection 1820-NEW: Report on IDEA Part B
Maintenance of Effort Reduction (34 CFR §300.205(a)) and
Coordinated Early Intervening Services (34 CFR §300.226)
(1820-NEW). This collection is necessary because an unanticipated
event has occurred beyond the control of the Department;
specifically the enactment of The American Recovery and
Reinvestment Act of 2009 (P.L. 111-5 or ARRA). The enactment of the
ARRA, an event beyond the control of the Department, has
precipitated the need for this request. An emergency clearance is
necessary because SEAs must begin planning for collecting and
reporting this information as soon as possible given that they are
reporting on the use of FY 2009 funds that are generally available
to SEAs and LEAs on July 1, 2009. SEAs need to be informed about
the details of this collection as soon as possible so they have the
most amount of time available to ensure that the reported data are
valid and reliable.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
The following is a summary of the topics, regarding
the proposed collection of information, that the certification
covers:
(i) Why the information is being collected;
(ii) Use of information;
(iii) Burden estimate;
(iv) Nature of response (voluntary, required for a
benefit, or mandatory);
(v) Nature and extent of confidentiality; and
(vi) Need to display currently valid OMB control
number;
If you are unable to certify compliance with any of
these provisions, identify the item by leaving the box unchecked
