Subtitle I of the Resource Conservation and Recovery Act (RCRA), as amended, requires the U.S. Environmental Protection Agency (EPA) to develop standards for underground storage tank systems (USTs), as may be necessary, to protect human health and the environment, and procedures for approving State programs in lieu of the Federal program. EPA promulgated technical and financial requirements for owners and operators of USTs at 40 CFR Part 280, and State program approval procedures at 40 CFR Part 281. This ICR examines the UST information collection requirements at 40 CFR Parts 280 and 281. Sections 1 through 5 of the ICR describe the information collection requirements (e.g., in regard to need and use of the information collected). Section 6 estimates the annual hour and cost burden to respondents and the Agency under these requirements. The ICR presents all 40 CFR part 280 requirements under the heading "Technical and Financial Requirements" and all 40 CFR part 281 requirements under the heading "State Program Approval Procedures."

There is an increase in burden of 500 hours due to new requirements that certain facilities in Region 9 submit copies of compliance documentation to EPA in years when they are not inspected in person. This de minimus reporting requires only the photocopying and mailing of records that the facilities are already required to maintain.
