OAR is proposing regulatory criteria, required by Congress under the Energy Independence and Security Act of 2007, for including sites in a Registry of Recoverable Waste Energy Sources (Registry). The rule is also proposing the survey processes by which OAR will collect data and populate the Registry. The rule would apply to major industrial and large commercial combustion sources. Sources above specified threshold levels, calculated using a Waste Energy Survey Tool that the respondents will download, will report specific data points that the facilities already monitor. OAR will use the WEST output to calculate the quantity and quality of potentially recoverable waste energy and determine whether the facility should be placed on the Registry.
