Abstract: The Federal Highway Administration's (FHWA) ability to assess congestion is critical for our national leadership role. Highway traffic congestion causes an estimated 3.5 billion hours of delays per year in 75 of the largest metropolitan areas. Collecting highway congestion information to assess highway system performance and validate findings of the report on bottlenecks produced from Speed, Highway Performance Monitoring System (HPMS) and Freight Analysis Framework (FAF) data. Authority to enter into this agreement is granted pursuant to Section 5204 (h) of SAFETEA-LU, (Public Law 109-59), which provides funding for a “Freight Capability Building Program" to support enhancements in freight transportation planning and Title 1 – Highway Provisions: Section 111- Highway Research Funding (f)(1) of the SAFETEA-LU Technical Corrections Act of 2008,( Public Law110-244), authorized under section 5101(a) of the SAFETEA_LU(119 Sta. 1779).
