The Consumer Assistance to Recycle and Save Program requires NHTSA to deliver a Report to Congress no later than January 1,2010 that reports the impacts on fuel consumption, greenhouse gas emissions, and other economic impacts of the Program. In order to measure these impacts, information must be obtained from consumers regarding their response to the Program. NHTSA will use this information to analyze the impacts of the Program for the Report to Congress.

Pursuant to Office of Management and Budget (OMB) procedures established at 5 CFR Part 1320, Controlling Paperwork Burdens on the Public, I ask that the following collection of information, ÂConsumer Assistance to Recycle and Save Program, Survey of Consumer Response to CARS Initiative, be processed pursuant to section 1320.13 Emergency processing.
I have determined that this information must be collected prior to the expiration of time periods established under Part 1320, and that this information is essential to NHTSAÂs mission to implement this Program so that we may receive survey information from consumers that will assist us in reporting on the CARS Program to Congress.
NHTSA cannot reasonably comply with the normal clearance procedures because the use of normal clearance procedures is reasonably likely to cause NHTSA to miss a statutory deadline established in the Consumer Assistance to Recycle and Save Act.
Please approve or disapprove the collection of information by July 24, 2009.
As you are aware, NHTSA has taken all practicable steps to consult with the EPA, other agencies, and members of the public in order to minimize the burden of this collection of information.
