Short Statement: The total annual burden on the public requested is 1,190 hours. The current OMB inventory burden is 1,024. The change from the previous burden is the number of states participating in the program from 32 to 35 and an increased in the response time for the Certificate Process from 4 to 6 causing the burden to increase by 166.
