As per OMB’s Notice of Action September 16, 2008, the Department has separated the two rulemakings that will be using the same information collection instruments that are the subject of this OMB control number. The two old ICs, which were based on each form, have been removed (but are still visible in the ROCIS system) and replaced with an IC for each rulemaking. The hourly burden in the ICR is for all programs and all rulemakings. The individual burdens are in each IC. The only IC being changed by this submission is the H-2A IC because of a new NPRM published in late summer 2009. In order to avoid confusion, the supporting statement in the ICR is the same as the one in the IC and reflects the changes to the H-2A IC only. The total burden and cost estimates will not match the supporting statement because ROCIS continues to account for the second IC for the H-2B program.
