TSCA section 8(e) is a self-implementing statutory reporting provision to ensure that any new information that reasonably supports a conclusion that a TSCA-covered chemical or mixture presents a substantial risk of injury to health or the environment is brought to the attention of EPA immediately upon discovery by any person who manufactures, imports, processes or distributes that substances or mixture.
