Emergency first responders and other licensees that provide radio communication in times of emergencies are asked to voluntarily upload their point-of-contact information to the existing Universal Licensing System (ULS) database. This information will assist the Commission in providing quality assistance to first responders in the event of an emergency. With this information, the commission will be able to enhance its targeted assistance to fist responders in the affected area(s).
Due to the limited period of time for which the requirements will be in effect, and the urgent need to ensure that the Commission can provide appropriate assistance during the most severe period of the hurricane season and winter storm season that follows, we find there is good cause to obtain emergency clearance from OMB. to that the requirements may take effect immediately thereafter. This information collection requirement is essential to the responsible and effective implementation of the Commission's mission, and the avoidance of public harm.

This is a new collection resulting in a program change increase of 36,601 total annual burden hours. The Commission estimates that 133,095 entries will be filed during the first year and ten percent of those respondents (13,310) will make changes annually thereafter. The Commission estimates that it will take approximately .25 hours (15 minutes) to enter the name and title of the public and non-public safety licensees along with their office telephone number, mobile telephone number and e-mail address.
