SUBJECT: Amendment to OMB clearance 3145-0100, “Survey of R&D Expenditures at Universities and Colleges”

Attached for your records is the electronic submission of the amendment to the OMB clearance until 08/31/11 of the following collection:

• 3145-0100, “Survey of R&D Expenditures at Universities and Colleges”

This amendment concerns the regular FY 2009 Survey of R&D Expenditures at Universities and Colleges. The change requested is to add an additional 3 items to collect baseline data on the American Recovery and Reinvestment Act (ARRA) R&D funding. Since very little ARRA spending will have occurred by July 2009 when most academic fiscal years end, the new items will focus on R&D awards. The first item will request the total number and amount of R&D awards received in academic FY 2009. The second item will request the number and amount of federal R&D awards, and the final item will ask for the portion of the federal R&D awards funded through ARRA. The same questions will be asked on the Higher Education R&D Survey pilot test and were cognitively tested as part of the pilot test preparations.
