SUPPORTING STATEMENT

(Form 4626)




1. CIRCUMSTANCES NECESSITATING COLLECTION OF INFORMATION


Section 55 of the Internal Revenue Code imposes an alternative minimum tax. The tax is 20% of the amount by which a corporation’s taxable income adjusted by the items listed in sections 56 and 58, and by the tax preference items listed in section 57, exceed an exemption amount. This result is reduced by the alternative minimum tax foreign tax credit. If this result is more than the corporation’s regular tax liability before all credits (except the foreign tax and possessions tax credits), the difference is added to the tax liability. Form 4626 provides a line-by-line computation of the alternative minimum tax.


2. USE OF DATA


The IRS uses Form 4626 to determine whether corporations have correctly figured the alternative minimum tax.

3. USE OF IMPROVED INFORMATION TECHNOLOGY TO REDUCE BURDEN


Form 4626 can be filed electronically, in conjunction with Form 1120.

We have attempted to eliminate duplication within the agency wherever possible.

Periodic meetings are held between IRS personnel and representatives of the American Bar Association, the National Society of Public Accountants, the American Institute of Certified Public Accountants, and other professional groups to discuss tax law and tax forms. During these meetings, there is an opportunity for those attending to make comments regarding Form 4626.


In response to the Federal Register Notice dated July 6, 2009 (74 FR 32032), we received no comments during the comment period regarding Form 4626.


9. EXPLANATION OF DECISION TO PROVIDE ANY PAYMENT OR GIFT TO RESPONDENTS

10. ASSURANCE OF CONFIDENTIALITY OF RESPONSES


Generally, tax returns and tax return information are confidential as required by 26 USC 6103.

13. ESTIMATED TOTAL ANNUAL COST BURDEN TO RESPONDENTS


As suggested by OMB, our Federal Register Notice dated July 6, 2009 (74 FR 32032), requested public comments on estimates of cost burden that are not captured in the estimates of burden hours, i.e., estimates of capital or start-up costs and costs of operation, maintenance, and purchase of services to provide information. However, we did not receive any responses from taxpayers on this subject. As a result, estimates of these cost burdens are not available at this time.


14. ESTIMATED ANNUALIZED COST TO THE FEDERAL GOVERNMENT


The primary cost to the government consists of the cost of printing Form 4626. We estimate that the cost of printing the form is $916.


15. REASONS FOR CHANGE IN BURDEN


We labeled lines 1 through 14 as Part I, and added Part II to implement the addition of the alternative tax for corporations with qualified timber gains (section 55(b)(4) and P.L. 110-246).


This form is being submitted for renewal purposes only.
