Justification: Non-substantive Change in AmeriCorps Application Instructions

For the last two years, and in the current approved application, AmeriCorps State and National requires multi-state applicants and State Commissions to communicate and coordinate with one another. Here is the approved language:
The Corporation expects all national service programs to collaborate at the local level. You are expected to communicate and coordinate with the state commissions for national service in the states where you operate, as described in more detail below.
The Serve America Act includes an additional requirement that multi-state applicants include in their application:
“The manner in which and extent to which the organization consulted with the State Commissions of each State in which the organization intends to operate and the nature of the consultation.”
We plan to add this sentence to the application instructions in order to comply with the provisions of the Serve America Act. Last week, we met with a representative sample of state and multi-state grantees who designed and approved this strategy, and the field expects this question to be in the application instructions which we have committed to publish next week. The addition of this question is not expected to add sufficient burden to the application to revise the information collection.
