Annual Firearms Manufacturing and Exportation Report Under 18 U.S.C. Chapter 44, Firearms

ATF F 5300.11


  1. JUSTIFICATION.


    1. The ATF F 5300.11, Annual Firearms Manufacturing and Exportation Report is required under the authority of 18 U.S.C. 923(g)(5) (A) and in accordance with section 478.126 of Title 27, Code of Federal Regulations.


    1. The completed ATF 5300.11 is a quarterly summary of 50 or more firearms (and an annual summary of 0-49 firearms) produced legally in the United States. The information is furnished by federally licensed firearms manufacturers. The purpose for which the information is collected includes witness qualification, congressional investigation, court decision and disclosure, furnishing information to other Federal agencies and compliance inspections.


    1. The form is available on ATF’s website to download but the respondent must complete the information and either mail or fax the form back to ATF. The form cannot be submitted electronically.


    1. ATF uses a uniform subject classification system to identify duplication and to ensure that any similar information already available cannot be used or modified for the purpose of this information collection.


    1. The collection of information does not impact small business.


    1. Respondents complete this information only as often as necessary to comply with the statute. Less frequent collection of the information would be a threat to public safety.


    1. This information collection and record keeping requirement is conducted in a manner consistent with 5 CFR 1320.6.


    1. The ATF industry liaison consulted with the firearms industry during the creation of this form. The 60-day and 30-day Federal Register Notice was published in the Federal Register in order to solicit comments from the general public. No comments were received.


    1. No payment or gift is offered to the respondents.


10. Confidentiality is not assured.

11. No questions of a sensitive nature are associated with this information collection.

12. The number of respondents for this information collection is 1,500. Each respondent completes the form one time. The total number of responses is 1,500. It is estimated that it takes 45 minutes to complete the form. The total burden for this information collection is 1,125 hours. The record retention requirement for this information collection is 98 years. No change in burden from the previous submission.

13. The respondent has a choice of either mailing the application back to ATF or faxing the information, no cost to the respondent is reported.


14. Estimates of annual costs to the Federal Government are as follows:

Direct Labor $2,500

Overhead $750

Printing $400

Total $3,650

15. There are no changes or adjustments to this information collection.

16. The results of this collection will not be published.

17. ATF does not request approval to not display the expiration date for OMB approval of the information for this collection.

18. There are no exceptions to the certification statement.
