Abstract: The collection of information is necessary for a comprehensive and rigorous understanding of the DOE’s Weatherization Assistance Program. The energy use information will be used to measure the weatherization efficacy pre and post retrofit. Respondents are occupants of low-income homes that have gone through the Weatherization Assistance Program.

Emergency Justfication: The Department of Energy (DOE) emergency justification is to determine energy and cost savings from Office Weatherization and Intergovernmental Programs (OWIP) by asking for permission from building owners (commercial and residential) to collect utility data for a period prior to the energy efficiency retrofit and a period after. This will provide the basis for determining energy and cost savings that result from the retrofit. The building owner form to sign is simple and all on one page. The actual data will be provided by the serving utility and the building owners will not have to provide the utility usage directly. The signed building owner’s permission form enables the utility to provide the data to DOE for DOE’s energy and cost savings analysis
