There is an overall decrease in
burden of -4,064 hours (reporting and recordkeeping). For the
Handler Treatment Plan, the Proposed Rule (Federal Register,
December 6, 2006 (Vol. 71, No. 234)) indicated that the initial
burden would be 27 hours per response for the first year of
regulation, and thereafter, the burden would decrease to 1 hour per
response each year thereafter. The Almond Board changed the burden
to 2 hours per response for this form. Other changes were due to a
decrease in respondents and recordkeepers.
