The information collection activity as defined by the Community Resilience / Shielding Framework project employs targeted interviews and survey instruments to obtain data regarding existing levels of individual and household preparedness of citizens living in the National Capital Region (NCR). The purpose of this study is to better understand human behavior in the context of an adverse event such as a biologic attack or the spread of pandemic influenza. With this knowledge, public officials, response agencies, and community organizations can better prepare for such events.
This emergency submission is necessary and appropriate to ensure that OASD-HD&ASA avoids delays in accomplishing the requirements outlined in the Executive Order, ÂDeclaration of a National Emergency with Respect to the 2009 H1N1 Influenza PandemicÂ, which declares that Âcertain standard Federal requirements may be warranted in order to enable U.S. health care facilities to implement emergency operations plans which include Âproviding guidance for health professionals and the general public. Additionally, the Homeland Security Council National Planning Scenario Fact Sheet cites that key mission areas activated during Scenario 2 (Aerosolized Anthrax Attack) and Scenario 3 (Pandemic Influenza Outbreak) include Emergency Management/Response, Public Protection, Victim Care, and Recovery/Remediation Mission Areas. These mission areas are directly addressed through this information collection, which enables the Project Team to gauge existing levels of public preparedness (individually and by household) to aid significantly in the designing of the draft Framework for Preparedness in the National Capital Region (NCR). The emergency review will permit the Framework to be developed in a more expeditious manner in order to comply to the needs in both the Executive Order and the National Planning Scenarios, by producing a Framework for the NCR, developing a public access web-based educational tool as a supplementary product, and then extrapolating this model to include other major metropolitan areas.
