This emergency ICR is approved as revised by HHS for 6 months and covers only the (a) letters of intent and (b) the application portion of the FOA. ONC shall promptly begin the process of submitting an ICR for the post-award reporting requirements so that emergency processing is not necessary and the public has a chance to comment on them before they are issued. ONC is reminded that all burden changes that stem from statute should be captured as such. Consistent with approvals for prior ICRs, ONC also understands that any additional questions beyond those contained in SF-424 require separate approval. Finally, ONC is reminded that the FOA itself should be submitted as part of the ICR package.

The data collection will be used by ONC to select eight to twelve well-qualified institutions of higher education as University-Based Training awardees. Over the 39-month duration of the award, these awardees will prepare several hundred additional individuals to fulfill vital health information technology ("health IT") professional roles in the clinical and public health settings.
The Office of National Coordinator for Health Information Technology (ONC) is requesting emergency action for this clearance by the Office of Management and Budget no later than 12/15/09. ONC is requesting emergency processing procedures for this application because this information is needed immediately to assure that ARRA funds are used timely and effectively.
