Abstract: Guided by government and private industry project management best practices, the Department has identified project areas that require monthly instead of quarterly reporting to meet the Recovery Act’s transparency and accountability expectations and to support sound management of project risks. Monitoring projects and basing responses on quarterly reports often means relying on information as much as five months old and does not meet DOE needs. These heightened expectations are evidenced by requirements and requests for timely information on program activitiesto OMB, Congress and the public.

Emergency Justfication: DOE requests the emergency approval of these ICRs due to the timely nature of DOE’s investments made under the American Recovery and Reinvestment Act (Recovery Act). The Recovery Act appropriated $36.7 billion to DOE with the goal of stimulating the U.S. economy and creating jobs in a timely fashion. These weighty goals elevate the importance of the investments and demand a higher level of oversight and information.
