The National Aeronautics and Space Administration (NASA) Office of Education (OE) seeks a generic clearance to administer surveys through the Office of Education Performance Measurement (OEPM) system. The OEPM system is replacing three legacy systems previously used by the Office of Education: NASA Education Evaluation Information System (NEEIS), POSTrack, and Consortium Management Information Systems (CMIS). The OEPM system will serve as the sole information management system for generating, retrieving, and storing all NASA education program and project assessment, reporting, and collection tools (Charleston et al, 2007). Data collection through the OEPM system will be used for reporting on Program Assessment Rating Tool (PART) measures, Program Analysis and Evaluation (PA & E), and answering congressional inquires about NASA education programs. The OEPM system will streamline data collection and reporting, reduce the monetary costs to the Office of Education of maintaining multiple data systems, and reduce the time-burden associated with data collection and data reporting on Office of Education staff, grantees, and members of the public through the collection of less data than previously collected, but collecting similar data across multiple programs.
The OEPM system was developed to provide a maximum amount of flexibility in data collection and data reporting. The evaluation manager for the OE has the ability to create and Âpublish new surveys in the OEPM, which then become available for OE program managers, OE grantees, and others to use with teachers, students, and interested members of public who have attended or participated in NASA funded education events and activities, or with students, professors and universities/organizations that have received NASA funding. In line with best practices of performance management, all NASA Centers, program managers, and OE grantees will have access to survey data collected from projects and programs under their purview. Data collected through the OEPM system will be used by the OE at NASA Headquarters to help make programmatic and funding decisions.
