This increase is attributed to the increase in the number and complexity of the leasing contracts awarded since the last clearance expired in 1991. The program changed in the late 1990s from collecting information about rental rates based on ratios of construction items to be delivered (linear feet of partitioning, number of electrical outlets, etc.) and changed to collecting information based on a tenant improvement (TI) allowance per square foot. Use of the TI allowance requires less time on the part of the offerors when compiling their offer.
