The 2007 renewal request
mistekenly included separate analyses of the burdens for several of
the IC's for this collection as stated in item 15 of the supporting
statement. The Fiscal Year 2010 Interior appropriations law (Public
Law No. 111-88) directed the BLM to charge a $6,500 processing fee
for Form 3160-3, Applicatoin for Permit to Drill or Re-enter. This
fee created an increase in cost burden Form 3160-3. In Form 3160-3,
the burden hour changed from 8 hours to 80 hours, due to a mistaken
analysis of the information collection completed three years. The
burden hours for Form 3160-3 increased due to the forms
complexity.
