Extension without change of a currently approved collection
This information collection request
(ICR) covers the information collection requirements for area
sources at primary copper smelting, secondary copper smelting, and
primary zinc production (part of the primary nonferrous source
category). Information collection requirements for polyvinyl
chloride and primary beryllium production area source categories
are included in other ICR previously approved by OMB. Potential
respondents include three existing primary copper smelter and two
existing primary zinc production facilities; there are no existing
secondary copper smelters. The emissions control and compliance
provisions for existing primary copper smelting and primary zinc
production area sources are the same as the current Title V permit
requirements. The owner or operator would also be required to
submit initial notifications according to requirements in the
General Provisions (40 CFR Part 63, Subpart A). The owner or
operator of a new area source would be required to comply with all
requirements of the General Provisions. No burden estimates are
provided for new primary copper smelters, secondary copper
smelters, or primary zinc production area sources because no new
facilities are expected during the next 3 years.
In this ICR we have accounted
for all of the five sources as compared to the previous ICR. There
are no new sources and are not anticipated to change over the next
three year; the growth rate for the industry is very low, negative
or nonexistent, thus, there is no significant change in the overall
number of sources. A change in the cost burden was because of an
increase in the hourly labor rates.
