We are proposing to establish domestic boll weevil regs that would restrict the interstate movement of regulated articles within regulated areas and from regulated areas into or through nonregulated areas in commercial cotton-producing States. Forms we plan to use to implement and enforce the program include compliance agreements and limited permits.
