The Community Development Quota (CDQ) Program was designed to improve the social and economic conditions in western Alaska communities by facilitating their economic participation in the Bering Sea and Aleutian Islands Management Area (BSAI) fisheries. In aggregate, CDQ groups share a 10 percent allocation of the BSAI pollock total allowable catch and also receive allocations of other groundfish. These allocations, in turn, provide an opportunity for residents of these communities to participate in and benefit from the BSAI fisheries through their association with one of the CDQ groups. The 65 communities, with approximately 27,000 total residents, benefit from participation in the CDQ Program. There are six non-profit corporations (CDQ groups), formed to manage and administer the CDQ allocations, investments, and economic development projects. This revision incorporates the Chinook Prohibited Species Quota (PQS) Program into the collection, which revises the procedure for transfer of Chinook and non-Chinook salmon prohibited species allocations in the BSAI pollock fishery.
