Background and Brief Description

This is a request for a nonsubstantial change to 0920-0740.


The Medical Monitoring Project (MMP)(OMB# 0920-0740) is a nationally representative, population-based surveillance system to assess clinical outcomes and behaviors of HIV-infected persons receiving care in the U.S. MMP collects interview and medical record abstraction data in order to address the following primary objectives: 1) describe the clinical status of recruited patients; 2) describe the type and quality of HIV care and support services being received; 3) describe the prevalence and occurrence of co-morbidities related to HIV disease; 4) determine the prevalence of ongoing risk behaviors as well as use and access to prevention services among people living with HIV; and 5) identify met and unmet needs for HIV care and prevention services.


Circumstances requiring the change:


We propose a few minor additions and deletions of some items in the standard questionnaire, but the type of information is consistent with what has been asked in the past and the burden per patient, which is 45 minutes, will not change. We have also moved the placement of some of the modules to improve flow. The Provider Survey will not be conducted, as collection of this information is not needed during every data collection cycle. Therefore, 480 burden hours have been deducted from the total number of approved hours. In addition, 3 of the project areas originally funded were not funded for the current budget period, so the total number of anticipated respondents has been reduced from 10,400 to 9,338. Previously, the goal was to interview 80% of 10,400 patients; however, the current goal is to interview 80% of 9,338 patients or 7,470, 96% of whom (a total of 7172 patients) will complete the standard interview and 4% of whom (a total of 299 patients) will complete the short interview. Thus, the total burden (in hours) will be reduced from 9,602 to 8,500.
