JUSTIFICATION FOR CHANGE
ANTARCTIC MARINE LIVING RESOURCES
CONSERVATION AND MANAGEMENT MEASURES

This change request is associated with the Final Rule 0648-AX80, “Antarctic Marine Living
Resources; Use of Centralized-Vessel Monitoring System and Importation of Toothfish; Reexport and Export of Toothfish; Applications for Krill Fishing; Regulatory Framework for
Annual Conservation Measures.” We are proposing changes to reflect substantive changes to the
data collection requirements contained within the rule, relating to two forms:
1) Permit to harvest and/or transship Antarctic Marine Living Resources (AMLR):
(a) a requirement for applicants who wish to harvest krill, to identify the products to be
derived from any anticipated catch of krill (page 13 of this adobe document, highlighted);
(b) a change in the application deadlines (page 9, highlighted). There are also changes to
correct minor typographic errors and to clarify a few of the data collection requirements
in the permit application form.
2) Application for dealer permit to import and/or re-export AMLR (package of this and
related forms): The Dissostichus species export/re-export document must identify: (a) the
container number for the shipment if the shipment is to be exported or re-exported by
vessel; (b) the flight number and airway bill/bill of lading if the shipment is to be
exported or re-exported by air; (c) the truck registration number and nationality if the
shipment is to be exported or re-exported by ground transportation; or (d) the railway
transport number if the shipment is to be exported or re-exported by rail (page 31 of
document (third page from end of package), highlighted). Also, the word “export” has
been added to the form title.
The Dissostichus catch document preceding this form (page 30) no longer has: 1) export
information, as that is covered by export/re-export form and 2) import information, as
that can be covered by the import ticket.
In addition, minor formatting changes and an updated contact address have been made to these
individual forms in the package: Application for dealer permit to import and/or re-export AMLR,
application for pre-approval for submitting documents with shipment of fresh toothfish, the fresh
toothfish reporting form and the import ticket.
There is no burden or cost change associated with this request.
