This change request is associated with
the Final Rule 0648-AX80, Antarctic Marine Living Resources; Use
of Centralized-Vessel Monitoring System and Importation of
Toothfish; Re-export and Export of Toothfish; Applications for
Krill Fishing; Regulatory Framework for Annual Conservation
Measures. We are proposing changes to reflect substantive changes
to the data collection requirements contained within the rule,
relating to two forms: 1) Permit to harvest and/or transship
Antarctic Marine Living Resources (AMLR): a requirement for
applicants for a who wish to import krill, to identify the products
to be derived from any anticipated catch of krill; 2) a change in
the application deadline. There are also changes to correct minor
typographic errors and to clarify a few of data collection
requirements in the pemit application form. 2) Application for
dealer permit to import and/or re-export AMLR: The application for
a Dissostichus species re-export document must identify: (1) the
container number for the shipment if the shipment is to be
re-exported by vessel; (2) the flight number and airway bill/bill
of lading if the shipment is to be re-exported by air; (3) the
truck registration number and nationality if the shipment is to be
re-exported by ground transportation; or (4) the railway transport
number if the shipment is to be re-exported by rail.

Adjustments: The 5,400
responses and 3 minutes total VMS transmission time per year have
been removed, as per Office of Management and Budget (OMB)
guidance, automatic transmission time is no longer counted as
burden. Due to rounding off, however, there is no change in burden
hours. The 25 minutes for observer requests is rounded off to zero
in ROCIS; thus, the current hours are reduced by 1.
