B. Collections of Information Employing Statistical Methods
B.1 Respondent Universe and Sampling Methods
This data collection is conducted to evaluate DPCP awardees. All 53 awardees are evaluated. Statistical sampling methods are not applicable to this data collection and cannot be used to reduce burden or improve accuracy of results.
B.2 Procedures for the Collection of Information
Action Plan updated data items are collected semi-annually (Attachment 4) and all other data items are collected once per year (Attachment 3). Applicants gather program information then enter this information on an ongoing basis into the MIS.
The DPCPs enter information into the MIS for the initial cooperative agreement application
and for all continuation applications during an approved project period.
B.3 Methods to Maximize Response Rates and Deal with Non response
The first-generation MIS provides the foundation for the revised MIS. Therefore, the
response rate is maximized due to the revised MIS that is easy to use. In addition, ongoing
technical assistance encourage grantees to use the system. Non response is addressed
through routine audits of the MIS.
B.4 Tests of Procedures or Methods to be Undertaken
Procedures for the collection of information are the same as those approved in previous
revisions to the MIS. The new 3-year revision will reduce the burden to respondents. A
single data collection system (MIS) reduces error in the amount, validity, and reliability of
information available for resource and policy decisions, both at the state and federal level.
B.5 Individuals Consulted on Statistical Aspects and Individuals Collecting and/or Analyzing Data
No statistical analysis is undertaken, therefore, individuals were not consulted on the
statistical aspects of the project.
The Program Development Officers collect and analyze the data, which enables them to
provide constructive technical assistance to the DPCPs.
