Other change** B-12 States are confused about how to address exceptions to the timeline for services to children at age 3.  These exceptions are in the regulations and are most appropriately addressed by removing them from the denominator so they don’t count against the State.  It’s important that States do this consistently to ensure valid and reliable data.. B-14 States have informed us that there is a lack of clarity in the definition of Enrolled in Higher Education in that there is an overlap of programs considered to be “higher education” under the Higher Ed Act and the definition we are using for Enrolled in Other Postsecondary or Training.  The proposed change would eliminate the overlap and result in more accurate data. See attached Part B Indicator Measurement Table with track changes.
