The purpose of the Narrative of Revisions is to clearly indicate revisions to a collection since the previous approval

The following listed below are revisions to the collection:
There has been an increase in the number of responses and burden time for this collection. These increases can be attributed towards three (3) Regulatory Actions.
“Salvage and Marine Firefighting Requirements; Vessel Response Plans for Oil” Final Rule requires vessel response planholders to collect additional information. This information includes:
Name and contact information for the resource providers for each vessel with the appropriate equipment and resources located in each zone of operation
Marine firefighting pre-fire plan
Certification that the responders are qualified and have given permission to be included in the Vessel Response Plan (VRP)
“Vessel and Facility Response Plans for Oil: 2003 Removal Equipment Requirements and Alternative Technology Revisions” Final Rule requires Vessel Response Plan (VRP) holders and Facility Response Plan (FRP) holders will need to collect additional information to comply with the rule for oil-spill response requirements. This information includes:
Name and contact information for oil spill responders for each vessel or facility with appropriate equipment and resources located in each zone of operation
Specific lists of equipment that the resource providers will make available in case of an incident in each zone Certification that the responders are qualified and have given permission to be included in the plan.
OSROs will also need to update contracts and their own records to add dispersant capabilities when appropriate.
“Nontank Vessel Response Plans and Other Vessel Response Plan Requirements” the NPRM proposes:
A nontank vessel owner or operator would need to prepare and submit to the Coast Guard a nontank vessel response plan in accordance with proposed 33 CFR part 155, subpart J.
The content of the response plan would include the requirement to plan for responding to a worst case discharge and a substantial threat of such a discharge.
Submissions of international SOPEPs for certain U.S. flag nontank and tank vessels will require alignment with updated SOPEP rules.
