The Oil Pollution Act of 1990 (OPA 90) required the development of Vessel and Facility Response Plans to minimize the impact of oil spills. OPA 90 also required additional response requirements for Prince William Sound. Shipboard Oil Pollution Emergency Plans are required of other vessels to minimize impacts of oil spills. The statutory authority is 33 U.S.C. 1321 and Chapter 33 (1901 et. seq.).
