TSCA Section 402 and Section 404 Training and Certification, Accreditation and Standards for Lead-Based Paint Activities (Opt-out and Recordkeeping Amendments Final Rule)
This final rule addendum to an existing approved collection applies to reporting and recordkeeping requirements found in Toxic Substances Control Act (TSCA) section 402 and 404. Section 402 requires that individuals conducting activities that prevent, defect and eliminate hazards associated with led-based paint in residential facilities are properly trained and certified.

This final rule-related addendum addresses the paperwork activities identified in EPA's final Lead Renovation, Repair, and Painting rule. The estimated average annual burden for this ICR is expected to increase by 1,647,321 hours hours as a result of the final rule. This is a program change.
